The Belgrade City Assembly will hold a session tomorrow at 10:00 a.m. during which several important decisions will be considered, most notably the proposal to amend the city’s 2025 budget. The city currently faces a budget deficit of about 11.6 billion dinars, which has prompted the need for rebalancing.
To finance the fiscal deficit of around 11.6 billion dinars and repay approximately five billion dinars in principal, the city plans to borrow about 12.9 billion dinars and use 3.7 billion dinars of unspent funds from previous years. The borrowing will primarily come from local banks and is expected to total around 11.6 billion dinars. These funds will be allocated to projects including the reconstruction of the Sveti Sava elementary school, equipping communal militia prefab facilities, and establishing a security platform in educational institutions. Additionally, funds will support traffic and utility infrastructure, social, cultural, sports facilities, primary and secondary education buildings, and environmental protection initiatives.
The assembly will also consider proposals related to the city’s indebtedness for financing capital investment projects, including one specifically for the Palilula-Belgrade sewage system construction. Councilors are set to review the final budget account for 2024, along with amendments to determine the budget scope for city and municipal affairs and revenue assignments.
Further on the agenda are reports on the implementation of the 2024 Construction Land Development and Allocation Program and proposals for amendments to the 2025 program. Discussions will also address the management of municipal, inert, and non-hazardous waste, changes to regulations on public parking lots, and a proposal to establish cooperation between Belgrade and the Chinese city of Xiamen.
Finally, the assembly will review several proposals for changes and additions to detailed regulatory plans that are significant for the capital’s ongoing development.
