Serbia’s budget revenue structure in the first five months of 2026 shows a stronger contribution from corporate earnings, with corporate profit tax becoming one of the fastest-growing revenue sources.
Corporate income tax revenues increased by 24.7% in real terms in January-May 2026, significantly exceeding the overall growth rate of budget revenues. The increase indicates that a larger share of fiscal support is coming from profitable companies rather than only from consumption-related taxes or inflation effects.
VAT and Non-Tax Revenues Continue Supporting the Budget
While corporate profit tax recorded the strongest increase, VAT revenues remained the largest and most stable source of budget income. VAT revenues grew by 7.2% in real terms, reflecting continued household spending and retail activity. Non-tax revenues also increased significantly, rising by 22.5% in real terms during the period. In contrast, excise revenues declined by 13.9% in real terms, showing different trends among Serbia’s traditional revenue categories.
Corporate Tax Reflects Sector-Level Profit Performance
Corporate income tax provides an indication of realised business profitability. Higher collections can result from stronger company margins, improved export earnings, increased tax compliance or specific corporate effects.
The trend also highlights differences between sectors. Economic growth can continue alongside weaker performance in some manufacturing areas if a smaller group of companies generates stronger profits and contributes more tax revenue.
Export-Oriented Companies Support Fiscal Performance
The 2026 revenue pattern reflects an economy with uneven sector performance. Automotive exports are increasing, while parts of trade and services remain resilient, allowing certain corporate groups to generate higher earnings. At the same time, basic metals, energy supply and several manufacturing segments continue to face weaker conditions. Corporate tax data therefore provide insight into which parts of the economy are generating taxable profits.
Excise Revenue Decline Changes Fiscal Composition
The fall in excise revenues may reflect changes in fuel, tobacco, alcohol and other excisable-product markets. Excise taxes are traditionally stable budget sources, meaning a real decline represents a different fiscal signal from normal short-term fluctuations. A combination of higher corporate profit tax and lower excise income increases the budget’s reliance on business profitability.
For investors, stronger corporate tax revenues support confidence in fiscal performance, while also highlighting the importance of diversification. Serbia’s fiscal resilience depends on whether profit growth expands across a wider range of industries rather than remaining concentrated among selected export platforms, regulated sectors or temporary margin gains. The early-2026 revenue structure shows increased corporate contribution to public finances, with the sustainability of that trend linked to broader productivity and sectoral development.
