Serbia is set to establish a carbon emissions trading platform aimed at enhancing its financial market framework, with plans for the system to be operational by this summer. Ognjen Popović, Assistant Minister of Finance, announced this initiative during the Kopaonik Business Forum. The project is being developed in collaboration with the Belgrade Stock Exchange and the Commission for HOV of Serbia. It seeks to create a domestic marketplace for trading carbon credits and other digital financial assets.
The platform is designed to provide Serbian businesses, particularly exporters, with a more efficient and cost-effective method for addressing climate compliance costs associated with changing European regulations. Additionally, the initiative will include the issuance of digital assets such as tokenized debt for small and medium-sized enterprises (SMEs) and tokenized real estate instruments, thereby broadening Serbia’s capital markets infrastructure.
This emissions trading system is modeled after the European Union Emissions Trading System (EU ETS), which allows companies to trade allowances equivalent to one tonne of CO₂. The initiative aligns with Serbia’s commitment to adapt to external climate pressures, including the EU’s Carbon Border Adjustment Mechanism that impacts exporters. The implementation of this platform, along with other market innovations, is anticipated to strengthen domestic capital markets and assist businesses in managing carbon-related financial risks more effectively.
The announcement made at the business forum highlights a national strategy focused on modernizing financial instruments while integrating environmental cost management into the country’s economic framework. The timeline for launching the platform reflects an ambitious yet feasible target for its initial phase of operation.
