Serbia has launched an early public consultation process for a spatial plan covering the proposed Čukaru Peki–Malka Golaja mining complex in eastern Serbia, a project that could include the development of a new underground copper and gold mine, related infrastructure and additional processing capacity.
The planning area covers locations around Bor and Zaječar, with documents outlining potential development scenarios extending toward 2050. The consultation period is scheduled to continue until August 3. The process represents an early planning stage and does not constitute final project approval.
Proposed Copper and Gold Development Remains in Planning Phase
Planning documents reportedly include a possible scenario involving copper-smelting capacity of up to 400,000 tonnes annually. The figure represents a planning possibility rather than an approved production target. Further steps would require detailed technical studies, environmental assessments, regulatory permits and investment decisions before construction could begin. The proposed complex is expected to involve underground mining operations, supporting infrastructure and expanded processing activities if development proceeds.
Potential Relocation Identified in Spatial Plan
The spatial plan also identifies areas where residents could potentially be relocated if future mining activities prevent safe and acceptable living conditions.
Relocation is expected to be among the most sensitive issues connected with the project. Authorities and project developers would need to address matters including compensation, replacement housing, agricultural land, access to public services and the preservation of affected communities.
Mining Expansion Could Support Industrial Supply Chains
Eastern Serbia already represents a key region for the country’s mining sector. Additional copper and gold production could contribute to export growth, attract investment and generate demand for construction, engineering, transport and other industrial services.
Copper remains a strategically important industrial metal due to its use in electricity networks, electric vehicles, renewable-energy systems and industrial equipment. At the same time, potential economic benefits would need to be assessed alongside environmental considerations, including possible impacts on water resources, soil, air quality and biodiversity.
Long-term acceptance of the project will depend on transparent environmental assessments, reliable monitoring mechanisms and the approach taken toward residents affected by possible mining development. The current consultation process marks the beginning of a multi-year planning and approval procedure for the proposed Čukaru Peki–Malka Golaja complex.
