Serbia is preparing a €31.9 million programme to expand the use of biomass in municipal district-heating systems through 2029, with the aim of replacing part of the fossil fuels currently used by local heating plants. The initiative will support the use of locally sourced biomass materials, including wood-based resources and agricultural residues, as alternative fuels for district-heating operations.
The programme is designed to reduce dependence on imported fossil fuels while supporting the use of domestic resources. For participating municipalities, biomass heating could lower exposure to fluctuations in gas and oil prices, create additional demand for forestry and agricultural by-products, and reduce greenhouse-gas emissions when fuel supplies are managed sustainably.
Biomass Transition Linked to Energy Efficiency Goals
The investment comes as Serbian companies and public institutions face increasing pressure to improve energy efficiency and reduce the carbon intensity of their operations. The European Union’s Carbon Border Adjustment Mechanism (CBAM) is also encouraging exporters in Serbia and neighbouring countries to pay closer attention to emissions linked to energy consumption and industrial processes.
The effectiveness of biomass district-heating systems will depend on more than the installation of new boilers. Heating facilities require stable long-term fuel supplies, consistent quality and controlled moisture levels to maintain efficient operations. Unreliable deliveries or increased competition for wood and agricultural residues could raise operating costs and reduce the expected environmental benefits.
Supply Chains and Certification Remain Key Requirements
Sustainability certification represents another important factor for biomass expansion. Biomass can provide lower-carbon energy benefits only when feedstock production, harvesting and transport comply with appropriate sustainability standards. Serbia will need stronger biomass supply chains, transparent procurement procedures and effective monitoring of forestry resources to support the planned transition.
Municipal heating systems will also require adequate storage facilities, transport infrastructure and maintenance capacity. Smaller municipalities may need technical and financial support to implement and operate new biomass-based systems.
Programme Creates Opportunities Across Energy Supply Chain
The planned investment could open opportunities for equipment manufacturers, construction companies, agricultural cooperatives, forestry businesses and energy-service providers involved in biomass heating projects. The long-term performance of the programme will depend not only on the number of biomass boilers installed, but also on whether municipal systems can provide reliable and affordable heating while maintaining sustainable use of local resources.
