Serbia has established a regulatory framework that outlines the eligibility for tax exemptions for participants in Expo 2027, set to be held in Belgrade. These exemptions from value-added tax (VAT) and excise duties are based on an international agreement between Serbia and the International Bureau of Exhibitions (BIE). The government regulation specifies the conditions and procedures necessary for obtaining these tax benefits.
The primary objective of these exemptions is to facilitate the involvement of international delegations and ensure that national pavilions adhere to the standards typically observed at major global exhibitions.
Eligible participants include official national delegations, which comprise section commissioners representing various countries or international organizations. These delegations can claim VAT exemptions or refunds for goods and services essential for constructing, operating, and dismantling their pavilions, as well as for administrative purposes.
Additionally, authorized personnel working within these national sections, including administrative staff involved in Expo operations, may also receive similar tax privileges. In certain instances, family members of these officials may enjoy benefits akin to those afforded to diplomatic staff in Serbia.
Tax exemptions also extend to goods and services utilized for official Expo activities. This encompasses equipment, materials, utilities, and other operational inputs critical for the functioning of national pavilions or overall exhibition infrastructure.
Specific scenarios where tax exemptions apply include the temporary importation of goods needed for exhibition purposes. Items brought into Serbia solely for Expo activities will not incur VAT or excise duties while they are part of the event’s operational framework. Furthermore, goods directly associated with Expo functions—such as electricity supply and fuel—may also qualify for exemptions when placed on the Serbian market.
For official staff members, VAT relief may cover personal items like furniture or one motor vehicle per individual under conditions similar to those applicable to diplomatic missions. Excise exemptions can additionally apply to fuel and lubricants utilized by vehicles serving the offices of section commissioners, within defined limits.
To access these tax benefits, eligible participants must formally request a confirmation from the Expo organizer. This confirmation takes the form of an “Expo 2027 certificate,” which verifies that a specific entity or transaction qualifies for VAT or excise relief. The certificate must be presented prior to importing goods or receiving services from domestic suppliers.
The issuance of this certificate involves three copies: one for the applicant, one for customs authorities or suppliers, and one retained by the Expo organizer for record-keeping purposes. Tax exemptions cannot be applied without this certification.
The fiscal framework supporting international exhibitions is not exclusive to Serbia; it is common practice among host countries to offer such privileges. These measures are designed to promote smooth participation by international delegations and companies through tax relief and simplified customs procedures. For Expo 2027, these regulations aim to facilitate effective preparation and operation of national pavilions while ensuring compliance with international exhibition standards.
