The conversion of rights to use to property rights over city construction terrain with refund is being postponed with adopted changes. Conversion is postponed for a year.
Parliament of Serbia adopted changes of Law about planning and building which postpones conversion of rights to use to property rights over city construction terrain with refund, on Monday. Privatized or bankruptcy and enforcement proceedings company owners will have possibility to build new objects on parcels they have rights to use, in accordance with valid plan document, in the following year.
Only two conversions of registering property in the cadastre have been done in Belgrade since adopting the low about building and planning on 11 September 2009 until today, and just one of them was paid. The law stopped investments which worth about 2 billion Euros and that’s why Serbian Government urgently send suggestion about postponing of conversion to parliament, before new law about planning and building is adopted.
-Conversion was condition for getting a building license- Gordan Rodic, Secretary of the Serbian Construction Chamber Association, says for Novosti. Right to use parcels had existed for before, but then Law about planning and building annulled it and made a vacuum which disabled realization of investments in Serbia. Investors can build faster and cheaper with placing of ad act part of law related to conversion. We expect that it will attract new investors and we will finally start a new construction industry.
Rodic says that new law about planning and building is being prepared. The new law will right to use formulate to right to lease on construction land.
Expert Advices
-We will give suggestions which will be in function of higher quality and cheaper construction-alleges Rodic. –New Law must treat company licensing so that we wouldn’t be in a position many brokers show up on market so that we have huge number of deceived customers, building of poor quality and seriously damaged budget.
