The public company Roads of Serbia (RoS) is under close scrutiny from the Serbian government and the IMF due to mounting debts of around 24 billion dinars, posing a significant fiscal risk. Since RoS is considered part of the general government under IMF methodology, its liabilities directly impact public finances.
To address the issue, the government has formed a special working group to analyze the situation, propose measures for fiscal sustainability, and monitor debt settlement. The recovery plan, agreed with the IMF, includes:
- Additional budget transfers in 2025 (and later if needed) to help RoS settle overdue obligations.
- A full budget review of the company by September 2025.
- Improved management to ensure contracting remains within approved budgets.
- Toll increases — implemented in July 2025 (+4.3% on average) — with annual adjustments at least in line with inflation.
- Proposals to introduce tolls for trucks on regional roads.
The ultimate goal is to settle most of the debt by 2026.
