Serbia’s digital Mining Waste Cadastre, designed to provide a countrywide overview of mining waste sites, is facing renewed scrutiny after the online platform reportedly stopped functioning. Media reports say users can no longer retrieve information that had previously been available. The disruption has raised questions about the effectiveness of a project that cost more than €2.1 million and was largely financed by the European Union.
Project scope and EU funding for Mining Waste Cadastre
The Mining Waste Cadastre was launched in 2020 after a multi-year initiative implemented by Serbia’s Ministry of Mining and Energy with significant EU financial support. The stated aim was to build a centralized database of abandoned and active mining waste facilities. The database was intended to help authorities, researchers and the public assess environmental risks, set remediation priorities and support long-term mining waste management.
The project budget totaled approximately €2.1 million, with the European Union providing around 90% of the funding. At launch, project materials described the cadastre as a major step in environmental governance. Teams surveyed hundreds of locations across Serbia and carried out geological and environmental assessments.
Project activities also included laboratory analyses and development of digital mapping tools linked to future remediation and land-rehabilitation programs. According to project documentation, experts visited around 250 mining waste locations. Detailed investigations were conducted on 41 priority sites covering the majority of identified mining waste volumes.
Public access concerns over completeness of datasets
Criticism emerged soon after the system went live, with environmental researchers and investigative journalists arguing that the publicly accessible platform contained only part of the information collected during the project. While official presentations described a comprehensive inventory covering both abandoned and active facilities, users could access limited information for a relatively small number of sites.
Investigations by the Balkan Investigative Reporting Network (BIRN) indicated that substantially larger datasets appeared to be stored on government servers. Those datasets were reported to include information on waste characteristics, potential environmental hazards, waste volumes and geotechnical risks. Some records reportedly pointed to locations with potentially hazardous waste as well as areas exposed to landslide risks.
Researchers questioned why those elements were not fully integrated into the publicly accessible system. The issue has gained additional relevance as Serbia’s mining sector expanded over the past decade. Investments involving copper, gold, lithium and other mineral projects have increased attention on monitoring, waste management and long-term remediation obligations.
Website outage follows earlier State Audit findings
The latest controversy centers on reports that the online platform became inaccessible, leaving users unable to obtain previously available data. According to media accounts, only limited introductory pages remained visible while core database functionality disappeared. Requests for clarification reportedly did not receive immediate responses from responsible institutions.
The situation is particularly sensitive given earlier findings by Serbia’s State Audit Institution regarding mining waste management oversight. The audit concluded that the system was not operating effectively and that a unified mining waste database had not been fully established. Authorities later reported that recommendations for improving hazardous waste management had been implemented.
Despite those reports, the disappearance of the online platform has renewed concerns about transparency and data accessibility. The cadastre was originally positioned as a cornerstone for broader environmental transparency efforts supported by European funding.
Maintenance, accessibility and availability questions six years later
Six years after its launch, discussion has shifted from whether a database exists to questions about its completeness, accessibility and long-term maintenance. Restoring confidence in the system is described as requiring more than returning the website to service. It would also require demonstrating that underlying data are complete, current and available to the public in a form that supports meaningful environmental oversight.
The wider context includes Serbia’s efforts to expand mineral production, attract foreign investment and align with European environmental standards.
