Clarion Engineer has joined OIE Serbia as a Knowledge Partner, bringing its CBAM Verified Electricity Playbook to the renewable energy sector through a dedicated workshop that will become an official addendum to the RES SERBIA 2026 conference programme. The CBAM Verified Electricity workshop will focus on the practical application of the new EU framework for electricity under the Carbon Border Adjustment Mechanism (CBAM). The session is intended for renewable electricity producers, suppliers and traders, industrial buyers and other market participants.
The workshop will use Clarion Engineer’s existing CBAM Verified Electricity Playbook as its operational foundation. The playbook covers the electricity evidence chain from renewable generation and power purchase agreements through metering, electricity supply, industrial consumption, monitoring, reporting and verification (MRV), pre-verification and preparation of documentation for formal verification.
Operational framework covers electricity evidence chain
The playbook sets out the roles and responsibilities of renewable producers, electricity suppliers and traders, industrial buyers, CBAM teams, technical teams, EU counterparties and verification parties.
It also establishes procedures and evidence exchanges between the different participants involved in the electricity chain. Clarion Engineer has developed additional tailor-made CBAM operational playbooks covering participants throughout the European value chain. These include methodologies for EU importers and authorised CBAM declarants, alongside sector-specific procedures for steel and aluminium exporters to the EU. The sector-specific materials also address the treatment and documentation of relevant precursor materials and embedded-emissions data. Clarion has separately developed detailed pre-verification procedures structured around the anticipated workflow of EU-accredited verifiers.
Those procedures map the expected verification process from evidence preparation and data reconciliation through sampling, traceability checks, corrective actions and the final handover of documentation to verifiers. The approach is intended to enable exporters, producers, importers and declarants to prepare CBAM files in a format aligned with the expected formal verification process.
Workshop to address PPAs, metering and MRV controls
The OIE Serbia workshop will focus particularly on the points where renewable electricity producers and industrial buyers interact. Topics will include power purchase agreements and electricity supply contracts, metering and SCADA records, settlement data, environmental attributes, electricity consumption records, MRV controls, evidence retention, reconciliation and pre-verification procedures.
The session will address the practical requirements for establishing electricity that is traceable, MRV-ready and verification-ready for relevant CBAM applications. Participants will examine the electricity chain from renewable generation through industrial consumption, with attention to responsibility for individual datasets, controls and documents. The workshop will also address how information should move between counterparties and where verification risks can emerge within the evidence chain.
Workshop added to RES SERBIA 2026 programme
As an official addendum to RES SERBIA 2026, the session will provide a specialised working programme alongside the broader conference agenda. The workshop is focused on companies dealing with the interaction between renewable electricity procurement, industrial decarbonisation and CBAM. Through its Knowledge Partnership with OIE Serbia, Clarion Engineer will bring together operational procedures covering contractual arrangements, technical records, MRV requirements and verification preparation for participants operating within the new European carbon-accounting framework.
