Belgrade has launched a RSD 1.485 billion (€12.6 million) procurement for reconstruction of the Autokomanda, or Bokeljska, interchange and surrounding roads, targeting a major traffic junction linking central parts of the Serbian capital with the motorway and southern districts.

The procurement includes construction works, technical documentation and technical control for the reconstruction. The project covers sections of Južni bulevar, Ustanička, Nebojšina, Bokeljska and Bulevar oslobođenja, together with connections to Stefana Prvovenčanog. Existing intersections are planned to be replaced by multi-lane roundabouts, while additional road capacity will be introduced around the interchange.
Two roundabouts form the core of the reconstruction
A new roundabout of approximately 5,200 square metres is planned at Bulevar oslobođenja, replacing the existing intersection. A substantially larger roundabout covering about 14,450 square metres will be constructed at the intersection of Ustanička, Južni bulevar, Bulevar oslobođenja, Bokeljska and Nebojšina.
The redesigned junctions will reorganise traffic movements through an area where several major urban routes converge around the motorway. The project will also introduce a motorway connection from Ustanička, allowing traffic from that street to enter the motorway towards New Belgrade, a movement that has effectively been unavailable for decades.
Bypass and motorway connections to be expanded
The reconstruction includes a dedicated right-turn bypass connecting Bulevar oslobođenja directly with Stefana Prvovenčanog in the direction of New Belgrade. The planned bypass covers approximately 1,100 square metres. The existing overpass connecting Bulevar oslobođenja with the Bokeljska interchange will also be reconstructed. Its width could increase from two to three lanes, although the final solution will depend on an assessment of the existing structure.
The motorway entry ramp will also be reconstructed as part of measures to increase traffic capacity. The works include a longer public-transport stopping area, extending the project beyond private-vehicle traffic and into bus infrastructure.
Pedestrian underpass and utilities included
The project also involves reconstruction of pedestrian infrastructure. The existing pedestrian underpass is approximately 90 metres long and has three access portals. Planned road widening and the new roundabout require its entrances to be relocated, while the underground passages will be extended by a combined approximately 80 metres.
The works also cover water and sewer networks, public lighting, traffic signalling and landscaping. Utilities affected by the reconstruction will have to be protected or relocated. Traffic studies and simulations are required as part of the design process to confirm the final traffic solution.
Procurement combines design and construction preparation
The selected contractor will undertake both engineering preparation and construction-related work. The scope includes urban-planning documentation, parcelation projects, geodetic surveys, geotechnical investigations, building-permit design, execution design and supporting studies. Technical control must also be completed before construction. The procurement is divided into two principal packages.
The first covers Bulevar oslobođenja, the new roundabout and reconstruction of the overpass. The second covers Južni bulevar, the larger roundabout, connections with Bokeljska, Nebojšina and Ustanička, reconstruction and extension of the pedestrian underpass, the new bypass, an additional lane on the existing bridge structure and reconstruction of the motorway entry ramp.
Project addresses capacity of major urban junction
The Autokomanda interchange connects central Belgrade with the motorway corridor and also carries traffic between Vračar, Voždovac and surrounding districts. Its capacity affects a wider section of the capital’s road network because motorway access, major boulevards and urban traffic routes converge at the junction. The reconstruction comes as additional residential, commercial and other development increases traffic demand across already densely built parts of Belgrade. The project is structured around reconstruction and expansion of existing infrastructure rather than the creation of an entirely new urban transport corridor.
RSD 1.485 billion procurement begins engineering process
The estimated value of the procurement is RSD 1.485 billion, equivalent to approximately €12.6 million. The final engineering requirements will depend partly on surveys and investigations undertaken during project development. The condition of the existing overpass will be particularly relevant to determining whether and how the structure can be widened from two to three lanes.
Protection or relocation of utilities could also affect construction requirements as works proceed through the existing urban infrastructure. The procurement therefore covers the design, technical preparation and construction framework needed to implement the planned reorganisation of the Autokomanda interchange and its surrounding road network.
