The modernised railway connection between Belgrade and Budapest remains without a confirmed passenger-service launch date despite completion of the main construction works and the operation of Serbia’s domestic high-speed rail sections.
The remaining obstacle is on the Hungarian side, where final testing of the European Train Control System (ETCS) is continuing. Chinese specialists are working on software and safety issues related to the signalling and train-control system. Hungary’s Ministry of Construction and Transport has stated that passenger traffic can begin only after all safety requirements are fulfilled. The outstanding work concerns the integration and certification of control and signalling technology rather than conventional railway construction.
Signalling Certification Delays Cross-Border Operations
The final commissioning phase requires coordination between rolling stock, trackside systems, control centres and the Serbia–Hungary border interface. The delay demonstrates the importance of digital railway systems in modern infrastructure projects, where software, communication and safety-control technology are as critical as tracks, bridges and stations. Problems affecting train positioning, speed monitoring or communication systems must be resolved before commercial passenger operations can begin.
Serbian Sections Already Operational
The Serbian part of the railway has been completed in stages. The Belgrade–Novi Sad section entered service in March 2022, while the Novi Sad–Subotica section began operations in October 2025.
Regular passenger services between Belgrade and Subotica started on 8 October 2025, allowing Serbia to operate a domestic high-speed corridor while the international connection remains incomplete. The Serbian construction programme was divided into three sections: Belgrade Centre–Stara Pazova, Stara Pazova–Novi Sad, and Novi Sad–Subotica–state border.
Two sections were delivered by Chinese contractors China Railway International and China Communications Construction Company, with financing provided predominantly through loans from China’s Export-Import Bank. The Stara Pazova–Novi Sad section was completed by RZD International under Russian financing arrangements. According to ministry reports, the total value of Serbian railway works amounted to approximately $2.37 billion.
International Link Needed to Realise Full Investment Value
While Serbia has already gained domestic transport benefits through faster connections between Belgrade, Novi Sad and Subotica, the broader economic rationale depends on direct services to Budapest and onward links into Central Europe. The absence of cross-border passenger operations limits the corridor’s potential for business travel, tourism and regional mobility.
The opening schedule has been postponed several times. Hungarian officials previously mentioned 20 February 2026, followed by expectations of a launch between late February and mid-March, and later by the Easter period. None of those dates resulted in passenger services. Freight operations on the modernised Hungarian section began at the end of February, but passenger traffic requires additional signalling alignment and safety certification. A July statement indicated that passenger services could begin within one or two months, although no fixed opening date was provided.
Regional Economic Impact Depends on Completion
The delayed launch affects more than passenger transport planning. A direct rail connection between Serbia and Hungary would support tourism, corporate travel, university links and labour-market mobility. Northern Serbia and Vojvodina would gain stronger connections with Central European cities, while passengers would receive an alternative to road transport, border congestion and short-haul air travel.
Chinese Infrastructure Investment Faces European Integration Requirements
The Belgrade–Budapest railway is among the most prominent Chinese-backed infrastructure projects in Central and Southeast Europe. The project combines Chinese financing, contractors and signalling technology with European safety and certification requirements. The current commissioning challenges highlight the complexity of integrating infrastructure delivered through different regulatory and technical frameworks.
The railway will enter passenger operation only after software corrections, cross-border system harmonisation and Hungarian certification procedures are completed. Serbia has completed its domestic sections and invested heavily in the corridor, but the international value of the project remains dependent on finalising the technical and regulatory steps required for cross-border passenger services.
