Serbia could receive an indicative 1.586 billion euros under the EU’s Reform and Growth Facility, but the European Commission warned that weak project preparation and staffing could leave substantial funding unused. The warning appears in the Commission’s Serbia 2026 Report, dated 4 November 2026.
By September 2026, the Commission had released 167.6 million euros to Serbia, including 111 million euros in pre-financing. Under IPA 2021–2027, EU funding had reached 1.0144 billion euros. Two operational programmes worth 340 million euros cover environment and energy, and employment, skills and social inclusion.
The indicative facility allocation would support reforms in the business environment, green and digital transition, human capital and rule of law. The funding pool is growing, but access does not ensure that allocations become completed investments.
The constraint is whether public administration can identify, prepare, contract and supervise enough eligible projects. Project pipelines, engineering documentation, procurement readiness and staff retention are macroeconomic issues for Serbia. Institutional capacity may become the next investment bottleneck.
