Serbia’s planned municipal infrastructure spending amounts to €3.394 billion, with the majority of the programme scheduled for implementation after 2029. The allocation profile differs substantially from investment linked to the Expo site, motorways and much of the railway programme. Only €467 million is planned for the period before 2026, followed by €79 million in 2026, €118 million in 2027, €116 million in 2028 and €118 million in 2029.
Approximately €2.496 billion is scheduled after 2029, leaving the largest share of the municipal infrastructure programme outside the current investment period.
Spending profile shifts toward the post-2029 period
The timing of the allocations gives municipal infrastructure a different investment profile from projects concentrated around Expo-related activity. The programme includes spending on utilities, water and wastewater systems, local roads, public infrastructure and related engineering services. Its implementation therefore creates a multi-year market for construction and engineering companies beyond the completion of major projects associated with the Expo period.
More than €2.5 billion of spending planned after 2029 could maintain demand for contractors after major Expo-period construction projects have been completed. Municipal projects can also spread infrastructure investment across a wider geographic area than large national megaprojects.
Project execution and construction costs
The conversion of allocated funds into completed infrastructure will depend on local procurement capacity, project preparation, financing structures and contractor availability. These factors will determine the pace at which planned municipal investment progresses from budget allocations to physical construction.
Rising construction costs add further pressure to project budgets. Construction input prices are increasing by 10.8% annually, creating a need for project budgets to be adjusted if planned real investment volumes are to be maintained. The scale and timing of the municipal programme extend Serbia’s infrastructure investment activity beyond 2027, with the largest portion of planned expenditure scheduled for the period after 2029.
