The company EXPO 2027 doo has awarded a contract worth 10 million dinars (12 million with VAT) to two companies for procuring a software platform for recruitment, personnel selection, and HR management support. The contract was awarded to “Impala Research” from North Macedonia and “Implicit AI” from Belgrade.
“Implicit AI,” founded in 2024, focuses on consulting services in IT, and is owned by 30-year-old Tijana Obradović, who also owns two other companies, including a blocked one due to outstanding debt. “Impala Research,” founded in 2022, specializes in research and development in the natural and technological sciences and was recently recognized as the female entrepreneur of the year in the Western Balkans in 2024.
The companies initially failed to provide complete documentation, including job specifications, employee experience, and employment contract details. After submitting the necessary clarifications, the Procurement Commission deemed the bid acceptable.
EXPO 2027 is one of seven state-owned companies founded for organizing the specialized EXPO 2027 Belgrade exhibition. The project also involves several special-purpose entities (SPVs) for specific construction tasks. A law called Lex Specialis was passed to streamline procedures for this project, limiting public procurement laws and making it more difficult for companies to challenge any issues with the bidding process.
Serbia was selected to host the EXPO 2027, which will take place from May 15 to August 15, 2027, with the theme “Game(s) for humanity – sport and music for all.” This event differs from the more prestigious EXPO World Exhibition, which is also overseen by the International Bureau of Exhibitions (BIE).
