A new initiative, driven by wis.dom|bridge™ in collaboration with Clarion Owners Engineer, aims to establish a comprehensive knowledge and compliance platform to assist Serbian exporters in navigating the European Union’s Carbon Border Adjustment Mechanism (CBAM). This effort seeks to align Serbia’s industrial output with the evolving carbon regulatory frameworks set by the EU.
Both organizations are participants in the International Association for CBAM (IACBAM), which focuses on harmonizing industry practices with EU regulations and enhancing knowledge sharing among markets. The initiative introduces a model known as the “CBAM Knowledge Bridge,” which is designed to simplify complex EU regulatory requirements into actionable procedures for industries significantly impacted by CBAM, such as steel, cement, aluminum, fertilizers, and electricity.
As the EU progresses towards implementing full financial measures under CBAM, exporters are increasingly required to provide verified emissions data and structured reporting systems. The initiative emphasizes a practical approach, combining regulatory insights with engineering-based solutions. wis.dom|bridge™ will oversee the regulatory interpretation and knowledge transfer aspects, creating frameworks for understanding CBAM, guidance protocols for exporters, and methodologies for compliance mapping. Clarion Owners Engineer will contribute technical expertise in emissions quantification and system structuring to ensure companies are prepared for third-party verification in accordance with EU monitoring, reporting, and verification standards.
The program will extend beyond advisory services to include practical execution support for participating exporters. They will receive access to various resources, including structured reporting templates that comply with both transitional and definitive phase requirements, methodologies for emissions calculations integrated into production processes, protocols for verification readiness aligned with expectations from EU importers and auditors, and simulations reflecting real-world CBAM scenarios.
A key element of this initiative is the establishment of a knowledge hub based in Serbia, intended as a permanent resource for training and certification preparation. This hub will offer workshops, technical boot camps, and industry-specific sessions tailored to sectors most affected by CBAM obligations.
Moreover, the initiative is designed to benefit a wider ecosystem that includes local engineering firms entering the CBAM value chain, industrial operators shifting towards carbon-accounted production practices, and financial institutions evaluating their exposure to CBAM within credit and investment portfolios. By fostering local technical expertise and compliance capabilities, the program aims to facilitate exporters’ adherence to EU requirements while minimizing challenges related to verification and reporting.
The initial phase of the program is anticipated to start in the latter half of 2026, involving pilot projects from key industrial sectors before expanding across Serbia’s export-oriented economy. There is also potential for this model to be replicated throughout the Western Balkans.
As CBAM evolves from merely a reporting requirement into a financial mechanism, exporters’ ability to adapt effectively will be crucial for maintaining their competitiveness within the European market. The CBAM Knowledge Bridge is positioned as a vital resource in facilitating this transition by linking regulatory demands with actionable implementation strategies.
