Serbian Government adopted changes of the law about planning and building. Terrain users will be able to build objects, i.e. upgrade.
Bankruptcy and privatised company owners will have possibility to build new objects on parcels, they have right to use, next year.
This is suggestion of changing the law about planning and building, which Serbian Government accepted on yesterday meeting, and urgently addressed to parliament.
It means that the conversion of using to ownership right, on public terrain with refund, won’t be condition for getting building permission.
According to Ministry of Construction authorities, this will trigger many investments which value is estimated to about 2 billion euros.
This law changing doesn’t stop conversion with refund, it makes for privatised company owners possible to build as terrain users, said Deputy Minister of Construction, Aleksandra Petrovic for Novosti. This suggestion changed just clause 106, state 6. So person who owns rights to use can achieve the right to build new objects, upgrade, reconstruct existing terrains with reference to documented terrain appropriation.
It has been about two months since the cancellation of conversion initiation was activated. Most ministers are agreed about that the aid should be cancelled or differently regulated.
Not a single one communist country had a conversion. Minister of Construction, Velimir Ilic complains most about judgements. He announced that conversion won’t be planned with the new law about planning and building. Although, he emphasized that there has to be complete political agreement about the cancelling of conversion.
According to Republic Geodetic Authority, it has been done just two conversions with refund for three years, and just one of them has been paid.
About a hundred of projects are waiting for the beginning of building because of conversion. Some investors have already drawn back. Bauhaus from Germany cancelled the building of its centre in the 53th block of Novi Beograd. Many firms are waiting on conversion, such as Ikea, Plaza, Grad na vodi, hotel Jugoslavia, etc.
