Serbia is experiencing significant economic growth primarily fueled by infrastructure investments, which have become the cornerstone of its economic strategy for 2026. The country’s capital expenditure has surged to approximately 6.5–7.0% of GDP, positioning Serbia among the most investment-intensive economies in Central and Southeast Europe. This substantial investment has helped maintain growth rates near 3%, even as domestic consumption has slowed and external demand remains inconsistent.
However, the rapid expansion of infrastructure projects is revealing structural challenges. The focus has shifted from securing funding and announcing new initiatives to effectively executing these projects within set timelines and budgets. The current phase of infrastructure development is characterized by a need for enhanced delivery capacity, which is becoming critical to sustaining economic growth.
The scale of this investment cycle is unprecedented in Serbia’s recent history. Major transport initiatives, including the Belgrade–Budapest high-speed railway, Corridor X upgrades, and connections to Montenegro and Romania, are redefining Serbia’s position as a regional logistics hub. Additionally, urban development tied to Expo 2027 is further intensifying construction demand, alongside investments in energy infrastructure aimed at supporting a transition to renewable energy sources.
Financing for these ambitious projects is derived from a hybrid model that reflects Serbia’s diverse economic relationships. European institutions such as the European Bank for Reconstruction and Development and the European Investment Bank provide long-term funding and regulatory support, while Chinese contractors are pivotal in project execution, particularly for large-scale transport infrastructures.
