Niš is experiencing a surge in housing construction, with over 20 urban projects launched since the start of the year, mostly multi-story buildings with four or more floors.
The most attractive construction zones are along major roads connecting the city center to surrounding settlements. Key areas include Somborski Boulevard (near St. Panteleimon Boulevard) in the Pantelej municipality, Mokranjčeva Street in Palilula, and suburban settlements like Vinik, Pasi Poljana, and Donje Vlase, which benefit from good infrastructure and transport links.
City planners note that new residential projects increasingly incorporate green spaces and use modern materials aimed at improving energy efficiency. The design trend also includes “smart buildings” with advanced features.
A new Spatial Plan and General Urban Plan for Niš, covering 2025 to 2040, are underway. The plans propose shifting the housing development focus to the right bank of the Nišava River, near St. Panteleimon Boulevard. This area offers ample construction land, good utilities, favorable natural conditions (e.g., no flood risk, good ventilation), and lacks heavy industrial pollution.
Pantelej municipality, where this area is located, recorded population growth from 53,486 in 2011 to 54,119 in 2022, with urban neighborhoods showing similar increases.
Real estate activity is rising: in the first quarter of 2025, the number of sales contracts increased by 24.2% compared to the previous year, totaling 216 contracts. The average price for new construction was €1,683 per square meter, ranging from €852 to €2,479. Around 30.8% of apartments in Niš were purchased using loans.
Recent statistics on construction permits show that Nišava region accounts for 5.6% of expected new construction value in Serbia, behind Belgrade (29%), Šumadija (15%), and several other regions.
