The City of Belgrade has awarded a six-month contract worth 150 million dinars (approximately 1.27 million euros, excluding VAT) for securing City Administration facilities to a consortium of companies: T&M Group Solutions, Sparta Security, and TE Group. These companies had previously provided security services for the city.
The procurement, announced by the Secretariat for General Affairs in mid-April, received two bids. Atlas Security submitted a higher offer of 243 million dinars, while the consortium’s offer matched the estimated contract value of 150 million dinars, leading to their selection.
This contract continues the partnership as the same companies were awarded a similar agreement last October for the same value. They have also provided these services in previous years, including 2023 and 2022.
Scope of work
The contract covers physical and technical security as well as fire protection services for 14 City Administration buildings. Specifically, it includes:
Physical and technical security: 60,000 hours during weekdays, 20,000 night hours on weekdays, 10,000 weekend day hours, and 6,000 weekend night hours.
Fire protection: 45,000 hours on weekdays, 25,000 night hours on weekdays, 8,000 weekend day hours, and 6,000 weekend night hours.
The security service entails protecting the premises, property, employees, and visitors. Duties include controlling access, verifying identities, issuing passes, removing unauthorized individuals, warning those posing safety risks, detaining offenders until police arrival, providing first aid, monitoring surveillance systems, and maintaining confidentiality of all operational information.
Fire protection services include regular checks of the buildings and firefighting equipment, detecting fire hazards, and responding promptly to fire alarms or alerts.
The contract also covers security for additional buildings with similar employee and operational profiles.
